Summary on Education Development

The development of education modules about dual use issues will benefit from the application of the science of learning, creative use of online education, and explicit planning to “teach the teachers.” Developing dear learning outcomes for the dual use modules is a first step. This report broadly frames these outcomes, which can be articulated in more specific terms for individual modules. Active learning strategies are more likely to engage the learners and support retention. The real world nature of dual use problems can be effective in engaging students and supporting their learning, if attention is paid to the social learning aspects of group work, as well as the cognitive aspects of learning. Online modules will allow the scaling of the educational effort and active learning strategies and assessment tools can be embedded into the technology-enabled delivery. Here the context of the learner needs to be considered and online modules need to be adaptable in different settings.

Finally, explicit planning for faculty development is essential, ranging from including teaching tips in the curricular material to workshops at professional research society meetings. As part of its charge, the committee sought to develop an understanding of: ” The extent to which dual use issues are currently being included in postsecondary education (undergraduate and postgraduate) in the life sciences; ” In what contexts that education is occurring (a work, informal settings, as stand-alone general training, and in what fields); and formal course or part of more. ” What educational materials addressing dual use research in the life sciences already exist. The committee’s primary information gathering took place during an international workshop, held over two-and-a-half days in November 2009 at the Polish Academy of Sciences in Warsaw; the agenda and participants list for the workshop may be found in Appendix B.

Two background papers commissioned for the meeting provided an indication of the types and frequency of biosecurity-related courses or modules at a selection of higher education institutions in the United States, the United Kingdom, Europe, Japan, and Israel (Revill et al. 2009), as well as examples of currently available online educational materials (Vos 2009). These back-ground papers, distributed to all of the participants before the workshop, several other reports made available on the project website (American Association for the Advancement of Science [AAAS] 2008; Biological and Toxin Weapons Convention [BWC] 2008; NRC 2009f; Federation of American Societies in Experimental Biology [FASEB] 2009; NAE 2009; National Science Advisory Board for Biosecurity [NSABB] 2008), and presentations at the workshop provided the basis for discussion.

To inform its work further in preparing the report, the committee and the project staff also drew on additional studies and resources, which are cited and discussed in the body of this report. K-12 Stem Education

If supporters of improvements in K-12 STEM education (e.g., federal agencies, business and industry, foundations) champion these guidelines, they could have a rapid, positive effect on the development of K-12 engineering curricula that would be based on a more focused and more representative idea of the practice of engineering. Guidelines could provide a framework for assessment development in engineering as well as lay the groundwork for the possible development of content standards. If guidelines were incorporated into in-service and pre-service teacher education, prospective and current teachers would be prepared to create lesson plans that incorporate engineering principles. The same guidelines could be a useful resource for educators in informal education settings.

The U.S. Department of Education, National Science Foundation, Department of Energy, National Aeronautics and Space Administration, and other agencies with interest in engineering research and education should fund the development of guidelines for K-12 engineering instructional materials. Development should be overseen by an organization with expertise in K-12 education policy in concert with the engineering community. Other partners should include mathematics, science, technology education, social studies, and English-language-arts teacher professional societies; curriculum development and teacher professional development experts; and organizations representing informal and after-school education.

Funding should be sufficient for an initial, intense development effort that lasts for one year or less, and additional support should be provided for periodic revisions as more research data become available about learning and teaching engineering on the K-12 level. The committee suggests that the guidelines be made available online and periodically revised as data become available on the impact of engineering education on student learning in engineering as well as in science, mathematics, and technology; improvements in technological literacy; awareness and interest in engineering as a career option; and how students develop design ideas and practices over time. Because guidelines would not have the same standing as standards, teachers, developers of instructional materials, and others may not follow them unless they are required to do so by funding agencies, state law, or local policy. In addition, if guidelines are, or are perceived to be, leading to a silo approach to K-12 engineering education, they could arouse resistance to the integration of engineering material and ideas into mathematics, science, and technology education.

Step 3: Boost Research on Learning Developing consensus on core concepts, skills, and dispositions in K-12 engineering education and creating guidelines for the development of instructional materials will be important steps toward more consistent and higher quality K-12 engineering education. However, the committee believes that continuous improvement will require ongoing research to answer fundamental questions about how young people learn and understand engineering. This was an important point in the research-related recommendations in Engineering in K-12 Education: Understanding the Status and Improving the Prospects. We endorse those recommendations, urge that their relevance to the infusion and mapping approaches described in this report be considered, and suggest that they be expanded. Impacts On The Education System

The Carnegie task force envisioned that the board’s influence would reach beyond any impact that individual board-certified teachers might have on their students. The task force hoped that the board’s standards would be widely influential and the demand for board-certified teachers would lead to improvements in working conditions for all teachers. Board-certified teachers would influence the way their colleagues taught, schools and districts would use the board standards as a guide and work to provide teaching environments conducive to the board’s approach, and teacher preparation and professional development would spread the influence of the board’s standards to future generations of teachers. Little research is available on these kinds of spillover effects. Two studies examined the impact of board certification on teachers’ roles in their schools, focusing on the six states with the largest populations of board-certified teachers.

The results suggest that school systems are not making the best uses of their board-certified teachers and that board-certified teachers often work in unsupportive environments. The studies reveal instances of administrators who discourage board-certified teachers from assuming responsibilities outside the classroom and who worry about showing favoritism toward board-certified teachers. In some cases, administrators down play the significance of the credential, and some board-certified teachers conceal their credential so as not to seem to be showing off. Despite these negative findings, the studies described a few school systems in which board-certified teachers are rewarded, used effectively, and offered new opportunities. In these instances, board-certified teachers are used as mentors, team leaders, and organizers of professional development activities; board certification is viewed as part of a broader commitment to improving professional development and meeting higher standards for teachers.

With regard to influences on teacher preparation, the National Coun” al for Accreditation of Teacher Education has aligned its accreditation standards for teacher education programs with the NBPTS standards. The curriculum standards for programs that prepare beginning teachers offered by the Interstate New Teacher Assessment and Support Consortium are also aligned. These efforts lay the groundwork for the NBPTS standards to impact teacher preparation, but there is no research to document the extent of the board’s influence on the content of teacher preparation programs or the standards of individual programs. From the small research base, we found little evidence that the national board is having the intended spillover effects, but we highlight the fact that much of the needed research has not been conducted. We think that board-certified teachers are unlikely to have a significant impact without broader endorsements by states, districts, and schools of the NBPTS goals for improving professional development, setting high standards for teach. ers, and actively utilizing the board-certified teachers in leadership roles.

Furthermore, we think that the certification program is unlikely to have broad systemic effects on the field of teaching unless greater numbers of teachers become board certified and the Carnegie task force’s other recommendations for creating a more effective environment for teaching and learning in schools, increasing the supply of high-quality entrants into the field, and improving career opportunities for teachers are implemented. However, our review of the evidence led us to conclude that there is not yet sufficient research to evaluate the extent to which the NBPTS is having systemic impacts on the teaching field and the education system.
